The Office of the City Attorney for the City of Houston (the “OCA”) provides municipal legal services to the City, its elected and appointed officials, and its employees while adhering to the following guiding principles:

Composed of approximately 100 of Houston’s finest attorneys working in 11 legal practice sections, the OCA handles personal injury, commercial and civil rights litigation, major commercial and real estate transactions, and a diverse array of human resources, labor and employment matters, while also counseling the municipal corporation on economic development, constitutional, election matters, ethics and quality of life matters, and preparing City ordinances governing Houston and its citizens.

ESSENTIAL JOB FUNCTIONS

The City of Houston seeks applicants for Assistant City Attorney positions in the Claims and Subrogation section of the OCA. The applicant should be an experienced practitioner within the Section’s disciplines, with at least 2 years of relevant experience.

Responsibilities include, but are not limited to:

  • Evaluating claims filed pursuant to the Texas Tort Claims Act and making settlement recommendations.

  • Evaluating case value and making settlement recommendations.

  • Evaluating and collecting subrogation damages to City of Houston Property.

  • Handling all aspects of litigation in state court including attending required court settings conducting case trials, motion hearings, depositions, and mediations.

  • Drafting court papers, motions and briefs.

  • Identifying experts and assisting in the development of expert testimony.

  • Counseling the client departments, and training city employees on the enforcement or meaning of city ordinances and policies.

  • Drafting, reviewing or revising city policies.

  • Evaluating commercial insurance policies.

  • Managing case budgets.

  • Managing, consulting and working with outside counsel.

  • Conducting legal research.

  • Special projects assigned by management.

  • Drafting, reviewing or revising city policies.

  • Evaluating and collecting subrogation damages to City of Houston Property.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS

Doctor of Jurisprudence degree from an American Bar Association accredited college of law.

EXPERIENCE REQUIREMENTS

Two years of experience in the practice of general civil law, specialized in municipal law or comparable legal experience are required.

LICENSE REQUIREMENTS

Member of the Texas State Bar

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Preferences shall also be given to those with the following:
