The Human Rights team seeks an experienced GBV professional with strong U.S. Federal Government program management and sub-award management, supervisory and communications skills for the position of Director of Prevention and Response Initiatives. The Human Rights Team’s programs contribute to ending Gender-Based Violence (GBV), specifically domestic violence, sexual violence, human trafficking and harmful traditional practices. Reporting directly to the Vice President of Human Rights, the Director will lead a team of six in providing strategic direction for GBV programs on the Human Rights team, ensuring that all initiatives are reflective of international best practices to end GBV. The Director is responsible for determining programmatic approach and providing technical expertise for special projects, including program design, implementation and evaluation. The Director will serve as the primary point of contact for the Voices Against Violence Initiative, providing management of special projects associated with the Initiative, including the urgent assistance program, and contributing expertise to regional initiatives. The Director will also contribute to budgetary oversight of the VAV Initiative and monitoring and evaluation efforts for the Human Rights team. The Director’s scope will also include strategic planning, financial oversight, fund development, overseeing program design/planning/implementation/evaluation, communications, relationship building, cross-team collaboration, and team management support. This role supports the development of six members of the Human Rights team, three directly and three indirectly.

Gender-Based Violence Expertise: Maintain and cultivate understanding of GBV in countries of operation, including legal framework, key stakeholders, political/governmental structures, security situation, social norms, as well as existing and emerging issues worldwide. Serve as a resource person internally and externally to provide knowledge and technical assistance on GBV, particularly related to victim services, coordinated community responses and social norms change for prevention. In addition, the Director will provide strategic direction for the Voices Against Violence Urgent Assistance program, including establishing programmatic criteria and standard operating procedures.
GBV Resources: Develop and implement curriculum, learning, and facilitation across programs, especially related to survivor empowerment, accessing services and assistance, and secondary trauma. Serve as a programmatic resource for subawards to ensure that grant activities are reflective of international best practices in GBV.
Facilitation and Training: Facilitate trainings for multidisciplinary partners, service providers and other stakeholders focused on best practices related to victim services, coordinated community responses, social norms change for prevention and other related topics. Represent VV at conferences and events, particularly as it relates to GBV programming.
Monitoring, Evaluation and Learning: Oversee departmental and programmatic monitoring and evaluation strategies to align with funder and organizational expectations. Ensure learning objectives, activities, implementation strategies and evaluation systems lead to intended outcomes and objectives. Lead interdepartmental collaboration related to monitoring and evaluation to contribute to organizational annual reporting and strategic plan implementation, while integrating GBV best practices into organizational approach. Apply lessons learned to inform the development of current and future programming.
Program Management: Oversee multiple programs and initiatives from design phase to execution, evaluation and close out. Ensure adherence to program plans and schedules as well as develop solutions to problems. Monitor the technical performance and outcomes of the program according to M&E plan. Oversee training workshops or other convenings as part of program (including development of content, facilitate meetings, perform trainings, etc.). Oversee other program processes, as needed.
Employee Engagement: As part of program management, identify, recruit, and manage engagement of potential program consultants and/or staff members. Actively participate in hiring process.  Serve as Team Lead for integrating wellness strategies, including burnout prevention and mitigation of exposure to secondary trauma.
Financial/Grants Management:  Provide input and oversight on multiple program budgets and forecasts. Oversee spending and review financials for accuracy. Ensure that all financial transactions are completed in accordance with VV and donor regulations. Institute due diligence practices to minimize risk and ensure adequate oversight of transactions. Ensure financial resources are spent effectively to meet program outcomes and objectives.
Relationship Management & Business Development: Identify and liaise with key stakeholders both in the US and in major countries of operation. Maintain contact and relationships with organizations, individuals and participants on VV’s behalf, including the Voices Against Violence Consortium and associated network development. Leverage VV’s network to lead the development of a global GBV referral directory. Produce reports for donors and the organization. Actively monitor potential grant opportunities, and work with VP and other members of Senior Leadership team to pursue grant opportunities. Lead and/or assist in writing proposals, concept papers, pitches, etc. Ensure timely submission of proposals/reports.
Communications: Oversee the creation of reports for donors, one-pagers, concept notes, as well as other communications activities for Human Rights team and specific programs. Oversee and edit program content and descriptions on VV website and other print or electronic media. Interact with media as necessary with guidance from VV communications team.

Minimum Bachelor’s degree with eight years of relevant experience. Alternatively, a JD or graduate degree in international affairs/development or related field and six years of experience in program management or related experience;

Ability to work independently as well as collaboratively within Human Rights team and organization more broadly;

Broad network of international contacts in the public and private sector;

Experience of working on USG grants or cooperative agreements, such as US State Department or USAID grants, required;
Experience supervising and leading development of at least two direct reports, required;
Experience working on GBV programming in the international context required, preferably including best practices in coordinating multidisciplinary teams and/or leading social change initiatives to prevent GBV;
Experience providing direct support for victims/survivors of GBV, including leading direct service programs that provide crisis intervention, shelter, legal services and/or psychosocial support  strongly preferred;
Background and experience related to harmful traditional practices and conflict/unstable settings strongly preferred;
Experience applying abuse and exploitation safeguarding strategies to international program design, development and implementation strongly preferred;
Experience designing and implementing strategies and policies to promote wellness, mitigate burnout and reduce the risk for secondary trauma strongly preferred;
A proven track record of strong program management, including: curriculum design, program planning and implementation, facilitation, financial management, budgeting, oversight for monitoring and evaluation, staff supervision and managing donor relations;
Excellent written and oral communication skills;
Experience with public speaking and facilitating training;
Ability to prioritize work, execute, implement, and deliver high-quality program exceptionally well, and deliver high-quality results within very tight timelines with minimal supervision, on time and in budget;
Excellent networking and interpersonal skills;
Track record of demonstrating excellent judgement, sensitivity, and values in line with Vital Voices mission;
Proficiency in a foreign language, strongly preferred; and
Experience working with databases, with a strong preference for Salesforce.
