Financial Policy Manager

Job Description

The Financial Policy Manager is primarily responsible for managing all aspects
of managed care directed payments, as well as specific 1115 waiver payments.
This includes developing policy and program requirements for provider payments;
applying for and obtaining federal approval; working closely with providers to
implement payment programs; and ensuring compliance with program requirements.





_Duties and Responsibilities (these duties are a general summary and not all
* Advise and support the MassHealth Chief Financial & Strategic Officer
(CFSO), the Director of Finance and Director of Federal Finance on issues
involving hospital payments and managed care directed payments.
* Support the Director of Federal Finance in the implementation of managed
care directed payments, incentive-based payments and other provider
* Develop policy that drives delivery system reform and quality
improvement, while supporting providers and ensuring their sustainability
* Work with MassHealth staff to seek federal approval for managed care
directed payments and various supplemental payments through the 1115
* Lead and participate in negotiations with providers, contractors, and
agency staff to fulfill the implementation requirements of provider
* Collaborate closely with providers in the implementation of managed care
incentive payments and supplemental payments.
* Provide recommendations regarding federal risks and opportunities in the
context of supplemental and incentive-based payments to providers.

* Ability to work with a wide variety of people and establish and maintain
effective working relationships.
* Outstanding qualitative and quantitative analytical skills using tools
like Microsoft Excel.
* Excellent writing skills, including the ability to present complex and
technical information clearly and concisely.
* Knowledge of and experience in health care policy and financing.
* Familiarity with the Medicaid program and managed care contracts.
* Ability to manage time, to set priorities, and to work under time
* Ability to work both independently and collaboratively.
* Master's degree with a concentration in public policy, public
administration, business administration, or other relevant area.

Applicants must have at least (A) four (4) years of full-time or, equivalent
part-time, professional, professional internship, administrative, supervisory,
or managerial experience in business administration, business management,
public administration, public management, clinical administration or clinical
management or (B) any equivalent combination of the required experience and

II. An Associate's degree in a related field may be substituted for one (1)
