Work schedule: Full-Time - Full-time appointment in the Competitive Service. This position is NOT in the bargaining unit.
As a Senior Human Resources Specialist, you will:
- Serve as a policy expert on complex Human Capital policies and regulations that relate to the Foreign Service (FS) and Senior Foreign Service (SFS), and as a business partner to USAID Bureaus and Independent Offices (B/IO) and overseas Missions;liaise and provide authoritative guidance on policies and regulations covering a broad range of HR functional areas.
- Research, write, and revise USAID-wide HR policies, procedures, guidance, and program standards related to the FS and SFS in several specialty areas; analyze existing policy documents for accuracy and currency; determine changes needed; and prepare clearance packages.
- Respond to inquiries related to HR policy and guidance from staff at USAID headquarters and overseas.
- Serve as program manager, lead, and/or product owner for one or several key Human Capital initiatives; provide leadership, launch activities, and make decisions on the general philosophy and direction for assigned programs, projects, and/or issues; and coordinate directly with USAID and HCTM senior management officials and other stakeholders.
- Serve on committees or government-wide projects involving representatives outside of USAID.
- Plan, implement, and evaluate HR programs, functions, and management operations at USAID headquarters and overseas missions to ensure compliance, integrity, quality, efficiency, and effectiveness of programs and activities; serve as technical expert on teams evaluating HC programs, functions, and management operations.
- Facilitate the transfer of knowledge to build cross-functional operational capabilities and to enhance the optimal allocation of work among employees.

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower grade level for this position includes: (a) experience in leadership and direction in defining and managing HR policies and accountability activities; b) planning, implementing, and evaluating HR programs; and c) experience ensuring accuracy and currency of policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
