Summary

About the Position: This position is located in the US Army Corps of Engineers, South Pacific Division area of responsibility. You will serve as an environmental manager responsible for the execution of an environmental program for the military functions of the Corps within the environmentally and culturally diverse Southwest Border District. Responsibilities

Undertakes studies and prepares reports and plans involving advanced planning characteristics; some large enough to require a team of environmental specialists to execute portions of same.

Products include Environmental Assessments, Environmental Impact Statements, Findings of No Significant Impact, and draft Records of Decision IAW National Environmental Policy Act.

Products include 404(b)1 analyses and other documentation demonstrating compliance with the Clean Water Act; air quality analyses; Master Plans; mitigation plans; environmental compliance reports; as well as pertinent portions of other documents.

Coordinates with the project manager, or, on Military projects, with the installation or major command, to develop formal work order requests including schedules and funding levels.

Plans, coordinates, guides and reviews the work of journeyman and other lower-graded employees in carrying out their assigned duties.

Coordinates with, and serves as point-of-contact for, installations, major commands, or other Federal, state and local agencies and private interests on environmental and cultural aspects of assigned projects.

Coordinates with Federal and State resource agencies and others, as appropriate, either independently or in coordination with PDT members with specific expertise to identify mitigation requirements and restoration and enhancement.

Additional information about transcripts is in this document. Basic Requirement for Landscape Architect (0807):A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design.ORB. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Basic Requirement for Physical Scientist (1301):A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORB. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement for NEPA Biologist (0401):A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.ORB. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes preparing National Environmental Policy Act (NEPA) documents such as Categorical Exclusions (CE) and Environmental Assessments (EA); applying Section 404 of the Clean Water Act (CWA) and Clean Air Act (CAA).. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
