POSITION OVERVIEW

The Partnership is firmly committed to the idea that good government starts with good people. Our nation is fortunate to count some of the brightest, most dedicated professionals among its ranks, but too often they succeed despite the current civil service system, and it is getting harder to attract highly qualified and skilled employees. Young people, whose energy and creativity in the workplace is valuable, are vastly underrepresented compared to the broader labor market. And it is challenging for government to attract and hire external mid- and senior-level talent who could bring fresh perspectives and innovations from other sectors to solve federal challenges.

The Federal Workforce Programs manager will lead programs and initiatives focused on helping federal agencies address their human resources gaps, including, but not limited to, identifying and implementing new strategies to improve the way they: hire mission-critical talent, build talent pipelines into government service, use workforce and human resources-related data, conduct workforce planning activities and manage performance.

ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES

  • Work with federal agencies to identify best practices and develop and implement new strategies for human resources programs, including recruitment, staffing, classification, human resources information systems, workforce planning and performance management.

  • Manage human resources related programs that enable agencies to strategically build their talent pipelines for the future.

  • Offer subject matter expertise on federal workforce issues; leverage knowledge to inform programing and the development of policy recommendations.

  • Lead program and project management duties including setting goals and objectives, establishing metrics, helping to secure program funding, developing and monitoring budgets, and driving results through program implementation.

  • Advance the Partnership’s mission, profile and brand by building and managing strong relationships with federal agency stakeholders, corporate partners and grant-making foundations, as applicable.

  • Work across the Partnership to coordinate key program deliverables including communications, evaluation metrics, operations, financial management and business development efforts.

  • Identify and act upon lessons learned to continuously improve programming.

KEY COMPETENCIES

  • Knowledge of federal human resources, including at least one, but ideally more than one, of the following subject areas: recruitment, staffing, classification, human resources information systems, workforce planning and performance management.

  • Ability to design and deliver programming that addresses federal human resources challenges across agencies.

  • Excellent project management skills and skilled in prioritizing, organizing, delegating and planning work.

  • A detailed-oriented professional with demonstrated ability to work under pressure and manage various priorities and deadlines.

  • Superior written and verbal communications skills.

  • Willingness and ability to work effectively as part of a team across the larger enterprise, sharing information and insights, collaborating to solve problems, and effectively connecting the organization’s federal workforce programming to our broader mission.

  • Demonstrated ability to lead teams to drive results and impact.

  • Ability to work in a fast-paced, rapidly changing environment and to organize multiple and varied projects simultaneously.

REQUIRED/PREFERRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in a related field, or equivalent professional work or military experience.

  • Minimum of five to seven years of professional experience required.

  • Prior experience working in the federal environment required.

  • Knowledge of federal human resources strategies required.

  • Prior experience implementing solutions to address federal workforce challenges preferred.

  • Demonstrated experience managing complex projects with multiple stakeholders preferred.

  • Demonstrated experience with program budgeting preferred.

SUPERVISORY RESPONSIBILITY/REPORTING STRUCTURE

This position reports to a senior manager or director. This position may supervise associate managers or associates.

WORK ENVIRONMENT

This job operates in a professional office environment in Washington, DC, and at external venues, both local and out-of-state. This position requires consistent use of office equipment such as computer, telephone, printer and scanner. Please note that as a result of COVID-19, Partnership staff are currently working remotely.

POSITION TYPE/EXPECTED HOURS OF WORK

This is a full-time position with regular work hours Monday-Friday, 9 a.m. to 6 p.m. Occasional evening or weekend activities may be required as well. Please note that as a result of COVID-19, the Partnership is allowing maximum flexibility in work schedules.

TRAVEL

If travel occurs, it is usually during the business day. Local travel to various federal agencies may be required. Some out of the area and/or overnight travel will be required as well.

SALARY AND BENEFITS

The Partnership offers a compensation package that includes a competitive salary; medical, dental and vision coverage; life insurance; long- and short-term disability insurance; a 401(k) program with a 4 percent employer match; opportunities for training and development; 15 days of vacation leave per year, 10 days of sick leave per year, plus all federal holidays and the day after Thanksgiving off; and use of an on-site exercise facility.
