Job Description

We are looking for a passionate and talented Records Management Specialist to join our dynamic team that drives records management (RM) in MAS. In this position, you will be part of the Library and Records Division (LRD) and will work with the Chief Records Officer (CRO) to ensure that MAS records are properly managed to retain their integrity, authenticity, accuracy, and completeness. You will also ensure that MAS records are well organised and easily accessible for day-to-day business functions as well as for future reference. You are expected to contribute to digital initiatives to plan and manage projects to transform operational efficiency in records management functions. In addition, you will also be responsible for evaluating, procuring and managing RM system and information resources.

• Formulate, implement and review policies, procedures and guidelines for records-related aspects of MAS’ Knowledge Policy i.e. from records creation and preservation through to disposal
• Plan and roll out initiatives on RM-related functions, such as:
o Raise awareness of responsibilities, good principles, and best practices in RM
o Facilitate training for MAS officers on RM procedures
o Work with MAS departments to determine retention schedules and disposition action for records not in National Archives of Singapore (NAS)’s appraised schedules
o Work with MAS departments to facilitate digitisation of records, and ensuring that records are archived/transferred to NAS or destroyed according to NAS’ approved appraisal schedules
• Liaise with the NAS for RM-related functions, e.g. appraisal of retention schedule, transfer of records, and conducting self-assessment of RM in MAS
• Assist CRO to ensure that MAS complies with relevant whole of government, legal and business requirements in RM
• Work with IT department to ensure enterprise systems meet IM4L requirements, e.g. systems are built with appropriate and effective infrastructure and design to capture required metadata for RM functions
• Lead initiatives/projects that enhance work processes, systems and records storage/archival as well as subsequent disposition action such as transfer of records to NAS or destruction of records
• Evaluate and procure selected information resources by working closely with user departments, vendors, and MAS’ finance/procurement teams

JOB REQUIREMENTS

• 3 to 5 years’ of relevant experience in records/document management
• Must have good working knowledge of records management concepts and principles, as well as documentation standards, methods and practices
• Experience in providing training on RM procedures will be an advantage
• Must have initiative and interest in IT or IT-related matters, and able to translate business requirements into technical specifications for implementation
• Service-oriented with excellent communication and writing skills
• Excellent interpersonal and relationship-building skills, with ability to engage stakeholders at all levels of the organisation and work across teams to deliver results
• Meticulous; Metrics-driven with strong analytical and problem-solving skills
• Able to work independently and multitask on projects, priorities, schedules and deliverables
• Proactive and self-motivated; has strong drive and thrives in a fast-paced, high volume environment
• Committed and confident team player who collaborates with people from various teams, sharing knowledge and best practice
