Payroll Director


Job Description


Develops and controls all tasks necessary to accomplish the organization's global payroll processing objectives, including relationships with internal and external auditors, state and federal agencies. Manages global payroll strategy, planning, communications and marketing the payroll functions and related services. Manages the overall global payroll functions including, payroll processing, payroll taxes, reviewing and revising policies and procedures, internal controls, system review and upgrade. Maintains necessary vendor relationships and compliance.


Oversees and reviews global payroll strategies.

Monitors global payroll systems and conducts periodic audits of system to ensure compliance.

Serves as key liaison between the human resources and finance department to maintain accurate employee payroll information.

Researches new payroll regulations and develops, implements and recommends new or modified policies as necessary.

Coordinates with appropriate agencies and departments on a regular basis to ensure compliance with all regulatory reporting requirements. Ensures that quarterly, annual reporting and employee tax documents are completed on a timely basis.

Ensures payroll systems integrity and compliance.

Conducts needs assessment, develops training curriculum and conducts training sessions on various Payroll topics.

Recommends changes in methods or procedures to improve the efficiency of the payroll function.

Maintains knowledge of industry trends and employment legislation and ensures compliance with agencies legislation regarding employment and employee matters.

Manages the planning, organization and controls for a major functional area or department. May be responsible for a mix of direct and matrix reports. Approves subordinates' recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. Monitors appropriate staffing levels and reports on utilization and deployment of human resources. Leads and supports staff in areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising and rewarding performance and retention. Leads by example and models behaviors that are consistent with the company's values.

Bachelor's degree (BA/BS) from four-year college or university and a minimum of 10 years of related experience and/or training. 

MBA preferred.


Certified Payroll Professional (CPP) required. 

International Payroll Certification preferred.


Ability to comprehend, analyze and interpret the most complex business documents. 

Ability to respond effectively to the most sensitive issues. 

Ability to write reports, manuals, speeches and articles using a distinctive style. 

Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. 

Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.


Requires in-depth knowledge of financial terms and principles. 

Reviews complex financial/business analysis and reports prepared by subordinates.

Ability to analyze the most complex business/financial data and develop innovative solutions. 

Develops and implements financial policies and procedures. 

Approves and oversees department budget.


Ability to solve advanced problems and deal with a variety of options in complex situations. 

Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. 

Draws upon the analysis of others and makes recommendations that have a direct impact on the company.


Ability and experience in computer software: Microsoft Office and human resources information systems (HRIS) software. 

PeopleSoft is a plus.
