Summary

You will serve as a Program & Management Analyst in the Strategy and Future Requirements (N5) Code of COMMANDER - NAVY INSTALLATIONS COMMAND.

Responsibilities

You will serve as the senior analyst and secondary contact in fostering working relationships with strategic partners to include OPNAV, USFF, PACFLT, NAVAIR, NAVSUP, NAVFAC, NAVSEA, TYCOMs, other Services and U.S. Government activities.

You will support the Branch Head in sustaining and tracking goals and objectives of the Command Strategic plan; gathering, consolidating, and packaging information needed to provide for the strategic communications of those plans.

You will develop methods of strategic communications via command process, senior level briefings, and provision of education to the CNIC enterprise as it pertains to the continued execution of the Command?s mission, vision, and goals.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing managerial and program analyst expertise in analytical and evaluative methods and techniques to a broad range of functional areas pursuant to shore integration and support to Navy warfare enterprises; 2) Identifying problems, analyzing and interpreting a wide variety of issues to formulate policy or procedural solutions to problems; 3) Discussing and analyzing courses of action toward potential solutions and making logical recommendations to decision makers on a preferred solution; 4) Utilizing knowledge of force structure (including platforms, weapon systems and manpower) and practices regarding planning, programming, budgeting and execution (PPBE), as well as resourcing and resource sponsorship related to developing and providing for shore support to mission requirements; and 5) Demonstrating knowledge of shore infrastructure and environmental regulatory factors (may include DoD/DoN directives and instructions, and other regulatory/industrial guidance); and skill to assess and advise senior executive leadership on strategic and business planning issues.
