Program Manager (Senior Advisor)
The Deputy Assistant Administrator and Chief Information Officer (CIO) for
Information & Technology (AIT) serve as the principal advisor to the FAA
Administrator and the Assistant Administrator for Finance and Management
Services (AFN) on matters relating to information technology (IT) management,
IT security, privacy, and data security across the FAA. This Service includes
both the CIO and Deputy CIO.
Incumbent integrates work of multiple organizations to meet strategic goals of
the organization and the FAA, participates in strategic planning for the FAA,
and makes commitments (program, budget, etc) for a major organization. This
position is responsible for providing support and ensuring the effective
operation of the AIT front office group. Work includes complex projects/
programs based on the objectives of the major subdivision, the LOB/SO, and
frequently the FAA.
This entails management and oversight of the FTE Federal staff and support
staff that performs office assistant (OA) duties for the executive leadership
for AIT. Managerial duties typically affect managers and employees for more
than one organizational unit/ project/program, and include: strategic planning;
communicating the organization's vision and objectives; setting priorities;
assigning tasks and responsibilities; monitoring and evaluating performance of
organizational units, managers, and employees; coaching and developing staff
and organizational capabilities; approving leave; and taking or approving
corrective/disciplinary actions as appropriate.
Defines, acquires, and allocates budget, staff, and other resources to
accomplish objectives for multiple organizational units/projects/programs and
across.multiple functions and/or disciplines. Participates in planning efforts
that cross organizational lines within the major subdivision and LOB/SO.
Acts as a point of contact between the Deputy Assistant Administrator and Chief
Information Officer (CIO) and the Directors, Deputy Directors in AIT.
Represents the FAA CIO at various DOT CIO meetings, including the DOT CIO IT
Roundtable and Destinations Digital (D2) Transformation Council meetings.
Represents AIT and conveys relevant information at the Assistant / Associates
meeting of the FAA's Senior Advisors.
Applies a detailed knowledge of the technical aspects of the work that is
directed; a detailed knowledge of budget and other administrative policies and
procedures; and a comprehensive understanding of the objectives of the major
subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of
the principles of management and strategic planning, and the ability to
integrate the work of multiple organizational units/projects/programs to
accomplish mission objectives.
Works with stakeholders on business plan items, other action items, and various
work activities for the AIT Directors & Deputy Directors. Oversees, develops,
monitors and executes actions required to successfully complete assigned
projects. Prepares documentation, reports, and/or presents information as
required. Prioritizes conflicting needs; handles matters expeditiously,
proactively, and follows through on projects to successful completion, often
with deadline pressures. Analyzes, identifies, proposes and implements
recommendations to improve routine problems and challenges facing the

objectives which leave considerable room for discretion. Develops and approves
solutions to current and anticipated problems which cross organizational lines
and disciplines. In doing so, considers technical, budgetary, regulatory, and
political issues that involve other organizations inside and outside the FAA.
May participate in developing solutions to FAA-wide problems. Individual and
organizational performance is typically reviewed periodically through
organizational performance measures to determine success in achieving planned
results. Has broad discretion to ensure the alignment of all projects/programs
with the tactical and strategic (short-term and long-term) objectives of the
major subdivision and LOB/SO.
Occasional travel - The job may require travel from time- to-time, but not on a
regular basis. The travel may be for training or other work-related duties.

To qualify for this position you must demonstrate in your application that you
possess at least one year of specialized experience equivalent to FV-J / FG/GS-
14/15. Specialized experience is experience that has equipped you with the
particular knowledge, skills, and abilities to perform successfully the duties
of the position.
Specialized experience may include but is not limited to: Experience in the
area of business planning from both the technical and execution perspectives,
as well as supporting processes; Experience performing analysis, recommending
and executing solutions supporting effective and efficient business management
processes in an executive office or similar environment; Experience distilling
and conveying relevant technical and program information to various parties,
providing pertinent feedback for leadership consumption.
