Job Description Summary

The School of Medicine and Health Sciences (SMHS) at George Washington University, Department of Pathology, is recruiting for a full-time Research Fiscal Administrator to work in a dynamic and growing research environment. By advancing translation of research and increasing interdisciplinary collaboration in key areas of strength, SMHS researchers are identifying novel approaches to address the world's most devastating health issues, including cancer, HIV/AIDS, and a wide spectrum of neurological disorders. In order to support the research growth efforts, we are looking for an individual who is energetic, proactive and portrays strong customer service skills with all levels of students, faculty, staff, and external constituents. This individual should be excited to assist in establishing departmental processes, procedures, and reports to support significant growth in the research area.

This position will be responsible for the coordination, development and oversight of the overall pre-award and post-award grant cycle activities of the sponsored research projects. These may include complex multi-site projects from a variety of sponsors, federal and non-federal. The individual will work directly with the PI's on their proposal submissions and will be expected to function independently, with general oversight from the Assistant Director of Research and Finance for the School of Medicine & Health sciences and other members of the administrative team. This position makes recommendations to policy and procedures, and may have authority to implement changes with minimal supervision. This position often maintains fiscal responsibility, as well as outreach to other GW stakeholders in order to assist in maintaining standard operational efficiencies.

Duties and Responsibilities:

  • Oversees sponsored project proposals, including budgets. Collaborates with the PIs to review technical proposals and ensure integration of the budget section with the technical proposal. Ensures the budget meets all guidelines, University policies and procedures Incorporates allowable indirect costs and fringe benefits as appropriate.e- Manages time schedule for preparation and submission of proposals. Obtains necessary authorizations/signatures and submits proposals on a timely basis. Monitors proposal status and gathers Just-in-Time information for submission, if requested.- Oversees all communication and coordination with subcontractors, public, private and government agencies, (e.g., academic institutions and private foundations) and other individuals or groups to exchange information, enlist collaboration, prepare proposals and submit and implement sponsored projects and awarded proposals.
  • Coordinates award set-up upon receipt of new awards with the PI and OVPR (administrative establishments, contracts, sub-awards, etc.) Works with Faculty PIs and OVPR regarding annual renewals of awards (progress reports, no-cost extensions, etc.). Reviews scope of work for initial and annual renewal of proposals and determines impact on relevant budgets.
  • Reviews the post award administration of the school's sponsored projects, including reimbursements, purchase order requisitions, service agreements, invoice payments, P-Card activities, payroll distributions, stipends and tuition benefits, etc. Facilitates financial award management, award spending projections, and reporting; meets regularly with PI to review.
  • Ensures all reports and certificates are processed for grant close-outs; establishes and maintains grant proposal files and updates appropriate databases; prepares and updates annual and other periodical reports as requested.
  • Oversees post-award functions and facilitates the management of awarded projects including project closeouts, memoranda and correspondence designed to document as well as enhance and expand research activities and programs and ensure that deliverables and milestones are met. Maintains continual contact with PIs, OVPR and the Grants and Contracts Office (GCAS) and others concerning financial matters related to the projects.
  • Identifies issues and streamlines activities that further benefit the department and OVPR.
  • Serves as a liaison between the department and OVPR.
  • Enhances professional knowledge and skills by attending seminars/workshops and reviewing published literature.
  • Performs other work related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications

Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 2 years of relevant professional experience, or, a Master's degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Preferred Qualifications
  • A Bachelor's degree in business administration, finance or accounting preferred
  • Administrative and financial experience in higher education research administration is desirable.
  • Knowledge and experience with NIH extramural funding programs is highly desirable.
  • Proficiency with Excel, Word, Banner, Cayuse and budgeting in an academic setting
  • Ability to work under pressure to meet deadlines and to prioritize multiple tasks and demands.
  • Strong communication and excellent organizational, customer service and interpersonal skills
  • Ability to work independently, learn actively, and function at a fast pace.
  • Knowledge of pre-award standards and expectations that reflect excellence and best practices related to sponsored projects. Familiarity with pre-award agency systems (such as eRA Commons, NSPIRES, FastLane, etc.).
  • Applied knowledge of federal, state, local, and program regulations related to sponsored projects/activities and working knowledge of Uniform Guidance, 2 CFR 200.
