Senior Operations Controllers - Rail Signals.
In this role, the Senior Operation Controllers will
oversee the overall daily operation of the Metrolinx rail service network through Network Operations Control (NOC), ensuring the safe and efficient movement of on-track equipment and personnel, coordinating responses to service incidents and emergencies, and enhancing Metrolinx’ ability to provide safe and reliable public transportation services.
Manages and coordinates critical network operations ensuring the safe and efficient movement of trains throughout the Metrolinx rail service network and territory.
Minimize train delays through effective planning and scheduling, and managing railway assets
Maintain an on-going awareness of the operation, equipment and signals, operating manuals, and Train Control applications.
Coordinate train meets to optimize railway performance.
Required to ensure on-track forces receive the maximum available time to perform maintenance work and inspections while avoiding delay to scheduled train movements.
Oversees and coordinates service adjustments implementation to provide on-time services that address unforeseen circumstances (e.g. weather conditions, fatalities, equipment malfunctions, emergency situations, and increased service demands) and to accommodate special events.
Manages emergency situations and other unexpected events by coordinating emergency responses and communicating service status updates to internal stakeholders (e.g. Rail Operations, Transit Safety, and Station Operations) and to external stakeholders (e.g. Police, EMS, Fire, other rail operators and customers) during service recovery, adjustments, and delays.
Coordinates the retrieval of malfunctioning or damaged rail equipment and the identification of infrastructure defects that affect operations of the network
Initiates and coordinates retrieval of recorded on-board video and audio footage and delivery to various authorities (e.g. Police, Transit Safety, Transport Canada, Transportation Safety Board) and/or the applicable Director/Manager.
Reports safety issues, unsafe conditions, and suspected security breaches that may occur throughout the network to the appropriate authorities to mitigate corporate risk.
Continuously reviews and evaluates operational activities and recommends process improvements that will provide efficiencies within NOC.
Develops incident and special reports arising from train service activities such as equipment malfunctions, vehicle accidents, fatalities, delays and employee or passenger injuries for analytical and key performance indicators.
Provides expertise in the development of internal policies, procedures and processes for NOC dispatch operations and participates in the development of performance measures, targets and program deliverables.
Works closely and communicates regularly with Rail Operations, GO Transit and other rail operators within the network (e.g. CN, CP, VIA Rail, TTR, and PNR) and service providers (e.g. Bombardier Operations) to resolve and assist with issues impacting train movement along within the network.
Liaises with External stakeholders, Transit Safety, Station Operations, other internal and external staff and rail operators during service recovery, emergency incident management to relay service status updates.
Coordinates emergency responses and communicates/coordinates within Metrolinx procedures to implement corrective action in response to major emergency situations.
Advises authorities (e.g. Transport Canada, Transportation Safety Board) of rail and street crossing accidents, derailments, and fatalities within the network and initiates contact with emergency responders (e.g. Police, EMS).
Provides timely information and communication to internal stakeholders in other operational areas not located within NOC to inform and request assistance for various service related issues.
Recommends improved services and efficiencies arising from operational observations to NOC Managers.
Support corporate objectives of growing service capability and customer satisfaction.
Participates in the development and maintenance of the Emergency Evacuation Plan and Extreme

Ability to make quick decision and react effectively to emergencies with minimal supervision.
Proactively interacts with CN, CP, NOC dispatch to use spare rail equipment (trains) to develop accurate time forecasts during service disruptions.
Monitors all communication equipment (e.g. Motorola Radio Consoles, Computer Aided Dispatch/Vehicle Location System (CAD), Automated Train Location System (ATLS),
Train Management Dispatch System (TMDS),
Closed Circuit TV system (CCTV), and PINS) to communicate service status and information.
Reviews and recommends updates to operational manuals.
Provide on-the-job training and shadowing opportunities to new staff.

Completion of a diploma in Business Administration, Transportation or related field – or a combination of education, training and experience deemed equivalent.
Minimum four (4) years’ progressive experience in a transportation control centre or related experience.
Ability to obtain Canadian Rail Operating Rules (CROR) certification is required.
In-depth knowledge of transportation operations principles, practices, and applicable legal and regulatory requirements governing passenger rail services (e.g. Transport Canada (TC), Canadian Rail Operating Rules (CROR), etc.) is required.
Knowledge of operational management principles within a fast paced, multi-disciplinary environment.
Organizational skills and collaboration to manage multiple and changing functional and service priorities.
, safety, and/or regulatory transportation courses or certifications would be assets.
Analytical, problem solving, critical thinking and decision making to assess and respond quickly to evolving emergency situations.
Software applications including MS Office (e.g. Word, Excel) to manage advanced train management systems and communications equipment (e.g. Alstom Iconis).
Interpersonal and oral/written/presentation skills to: develop and sustain cooperative working relationships with external stakeholders; issue oral instructions clearly and accurately utilizing a variety of communication devices; to prepare reports and briefing material.
Previous experience as Rail Traffic Controller is an asset.
Must be able to satisfy minimum fitness for duty requirements outlined in the Canadian Railway Medical Guidelines Handbook for Safety Critical roles.
